Hampshire Chronicle: Winchester High Street chewing gum removal

Stick a massive tax on chewing gum. 

And/or could the council insist that the contractors display pertinent humorous signs such as "chewing gum sticks to more than your shoe, your wallet."

I'm sure other anti-spitting chewing gum in the street slogans can be written.
