A CITY councillor is calling for a district-wide masterplan encompassing all of Winchester's major projects. 

Cllr Danny Lee, Green Party member, asked the question at an update on the Central Winchester Regeneration (CWR) and Station Approach schemes. 

CWR's development partner, Jigsaw Consortium, was announced in March for the development of the Broadway and Friarsgate, also known as Silver Hill.

Station Approach, another relaunched scheme, is a £150 million regeneration of the land between Gladstone Street and the Cattle Market on Andover Road, including the station car parks and Carfax site. 

At Winchester City Council's Cabinet Regeneration Committee Cllr Lee said: “These masterplans are key to revitalising our existing open spaces, most welcome.

“There will be opportunities for cross-collaboration for potential savings and mitigation of impacts. 

“This points to a need for an overarching masterplan for regeneration in our district. This would be a useful tool. 

“We must avoid each masterplan being separate, they form a central part of an ecosystem of plans for our city's built and natural environment. 

“We can't just sustain the natural environment, but we have to restore its processes. All our masterplans need to consider the risk of climate change and carbon emissions.”

Jigsaw Consortium gave an update on their work so far. This includes the £300,000 refurbishment of Kings Walk, archaeological trenches at the bus station and the demolition of the Friarsgate Medical Centre.

The meeting was told that the Friarsgate Medical Centre will be demolished by Christmas. An archaeological open day will also be held on Saturday, October 7 from 10am-1pm, starting at Abbey Gardens. This will include a guided tour of the artifacts discovered so far.

Jigsaw has also hosted four workshops to collate ideas on what a scheme could be. 

The committee was impressed with the refurbishment at Kings Walk. Cllr Steve Cramoysan said: “The nature of the shops creates a different vibe in the city.”

Council leader Martin Tod said: “The energy in the area is good, it draws people in now.”

According to the scheme's timeline, an engagement document that complements the supplementary planning document (SPD) will be produced at the start of next year. 

The meeting heard that Station Approach is currently in the process of procuring a concept masterplan team. 

Emma Taylor, council strategic director, said that 16 applications had been received from a mix of local and national companies. 

The masterplan will be submitted to cabinet at the start of 2025.
